Most human enemies will die in 1 headshot when not wearing armor and most will die in 1-2 headshots even with armor if you're using hi powered weapons and depending on the helmet worn obviously a combat helm is going to handle a pistol round better than a raider sack hood would. I've modded mine to pretty much get rid of the level scaling.
